Comment by blkhrt1 Just to clarify, no you can't play Pandaren until 9\/25, but if you don't have all of the expansions, you can still make all the races, including worgen, goblins, etc. You can't make Death Knights unless you have Wrath of the Lich King and you won't be able to make Monks unless you get Mists of Pandaria. I have a high level character of each class at the moment so when it comes to MoP, I will have to delete one of these characters to create a monk... I'm fussy and had a goal when I first started playing to have each class on 1 realm with the max level. Any ideas?\r

A class. A continent. But why quibble? You won't be able to go to the high-level zones in Pandaria without the expansion. One would presume that the level 1-10 zone (The Wandering Isle) is going to be available for starting your Pandaren character, even without the MoP expansion. It's only when you get to level 85 and want to travel to Pandaria that you will need to have the new expansion. I think that Blizzard made the max characters on each server to 11 instead of 10. :D\r

Incorrect. It's saying you can't play a Pandaren until MoP goes live; when it does, you'll be able to roll one, just not a monk, and with a level cap of (assuming you're upgraded to Cata) 85. With the release of patch 5.0.4, we\u2019re making all the races of Azeroth playable by anyone, no matter which version or expansion of World of Warcraft they own. This includes the enigmatic pandaren, who will become available for play when Mists of Pandaria is released on Tuesday, September 25.\r

Bolded the important bits. Basically, 2 things are gonna happen.\r
\r
On August 28th, you will be able to make any race (except pandaren) regardless of what expansion you own. This will include the goblin and the worgen.\r

And then on September 25th, even if you don't get the MoP expansion, you will still be able to make a pandaren toon, just not a monk.\r

Notice how they say the words "available" and "no matter which version or expansion of wow they own" along with the line "this includes the enigmatic pandaren" Comment by Adamsm But then how are you suppose to do the Wandering Isle, which is a part of Pandaria?

Edit: Question has already been answered, and it turns out all of the currently phased out starting zones are playable.
