I actually sort of found this funny, as it sort of suggests that either they put it in by accident (which would explain why it's empty) or they intend to have housing available October or earlier well before Midnight launches.

WoW doesn't need player housing.
im pretty sure they mentioned that there will be housing items from older expansions. so with remix though, that could also be the case. since your toons after remix is over transfer to the main realms.
After it was announced that the mage tower artefact appearances were not going to be available, a good majority people largely stopped caring. ;)
