Why Do Zereth Mortis?

The ability to equip two Legendaries simultaneously: The Covenant Legendary and any other.

The ability to turn any item into a Tier Set piece.

Is the legendary item system supposed to continue in Eternity's End?
Ion Hazzikostas: "Yes, players will have access to new tier levels for legendary items. The materials required to upgrade these items will no longer come from Torment, the Tower of the Damned, but from Zereth Mortis directly. Cosmetics and other things will still be available in , but we feel that the requirement to go to that tower every week to gain power gradually is something that players want to see end, so that's what we're offering.

In addition, as players progress through Zereth Mortis, they will have the ability to equip not only their legendary item, but any other legendary item simultaneously. This means you will be able to carry two legendary items at once, one from each category, at the end of your journey.

Jeremy Feasel: So you're not only going to be able to get class sets from the raid, but also you're gonna be able to get them from your great vault. And as you progress through the cipher system, you're eventually going to be able to unlock the ability to turn any item, that you get, that is on an appropriate item level and an upgradable item, into a class set. So even if you're a player, that's an outdoor player, that isn't necessarily a raider, you can still start to engage in the system. And we think that, you know, we want players that are mythic players, players that are PvP players and players that are raiders to all sort of engage in the system and have the opportunity to get cool class sets because we think the class sets are awesome.

Buffed: In the Sanctum of domination, you had the shard of domination system to make the the loot out of the raid, the best loot for the Raiders. Now we have the tier sets. But you you're introducing a system that also non Raiders. So you're going away from this system of the best loot from content X has to be best for content X?
Jeremy Feasel: Yeah, we didn't want to, for example, have to turn off your set bonuses in like PvP and outdoor content. We think it'd be cool to be able to get your set and be able to use it everywhere. Because class sets are back, we're very excited about them. But one of the things we want to make sure is that it feels right. The class set system was always a thing about raiding, right? You went to Molten Core and you got your class set, you went to Blackwing Lair, you got your class set. So we want to make it make sure that it feels right for raiders. Killing those Bosses is still going to get you set pieces. And that's one of your most early and lucrative ways to get your set pieces. So you're going to be seeing raiders getting their sets a little bit more quickly than everybody else. And that's intended, we want it to feel like that that's still a part of a raiding ecosystem.

In fact I’ve made up my mind to just resub for a month to get the Legion Timewalking stuff and the Mage Tower mount in December and then I will promptly forget about WoW until I learn what the new expansion will be all about. It's in the nature of RPGs to interact with the world ouside dungeons in order to get stronger. Otherwise it would be called World of Raiding, or World of Dungeons or whatever. We need to grind outside of raids for character progression, and that's what WoW has always been and makes the game great. If you play only to raid, only do m+ or only do pvp, it's the wrong game for you. Yes, Blizz made lots of mistakes in the past (and they will always do, like every single compagny in the world), but don't expect them to change the core system of the game. Well, considering how blizzard is "actively" balancing around things in pvp, I guarantee that they will come up with decent balancing when double legendary is available. /s

If only Ion could "feel what players want" sooner... Blizzard has all the technical knowledge, know-how, and a lot of smart people who are apparently intentionally being dense...
But not knowing how to turn that knowledge into what players want, has been Blizzard's freaking problem for half a decade now.

Willfully obtusing themselves to the fact that their designs and storytelling (books omg, stop writing books, even they are not good enough in storytelling, tell the darn story in the game for fluffs sake) are not liked, and mostly hated and people get bored too soon.
Though hate comes from the fact that they're forcefully shoving their bad decisions down our throats in an environment we used to love.
They converted WoW from a game I love, to a game I just want to be with my friends with.

They said they're introducing a progenitor chicken that answers what comes first.
Firstly, tell the story of Jailer, more than saying that he was the Arbiter before, tell us how does he know the fact that combining all sigils leads him to Z.M. Tell about Z.M. like in the opening patch of SL.
They started this as a vengeance for the betrayal from the siblings story, (which we wanted to know why, and we still don't know) then it was about bringing everything down and putting a just system, (we don't know why jailer thinks it's unjust either) then Jailer forgot about being just and openly said that he's dominating everyone once he's done, which they claim that this is jailer's true intention now, finally at 9.2.
Somehow, even thought Zovaal is the strongest and the wisest among them, doesn't know what Primus knows, and takes him prisoner and has to interrogate him for "the secrets that F.O. sought to hide."
And while he was doing that, they made us identify those secrets with the visual of frostmourne and the helm of domination...

They kept us at a distance from story, And I personally felt that I was an unwelcomed guest in this journey.
I wasn't a WoW player 15 years ago, had nothing to do with it, but I still knew who Sargeras is and what he has done. I've been playing SL from the start, almost every day thanks to my friends around me, and I don't know anything exciting about the story, I'm just dragged to a direction in this story that doesn't makes sense, but somehow, I have to accept that it is reasonable.

I, personally, live for visuals, cinematics, and with a mystery that isn't forced by hiding all the relevant information.
They think that they managed this, but they utterly failed at that.
