It seems the more people who successfully repair a Dismantled OOX-35/MG the more they will run back to Oglethorpe Obnoticus until he has enough to upset Tinkmaster Overspark (you will hear Overspark complaining about chickens). Once that happens you can start /tar OOX-Fleetfoot/MG. Chances are there will be so many people repairing chickens left and right that doing a sweep for OOX-Fleetfoot/MG at random intervals will land you one.
