Uhh... not really.There's literally nothing stopping Blizzard from implementing these types of restrictions in their game for other players outside of China if they wanted to. You couldn't take them to court over this change. Well, okay, you could, but you wouldn't get very far. They're not denying you access to the game, they're just creating a limitation to encourage you to do something else, so you couldn't even argue that you're not getting what you paid for.That being said, you're right, there's no reason for Blizzard to introduce this type of restriction outside of China, which is why it won't happen.
This is also part of the parental controls isn’t it? Able to restrict playtime hours for parents to put on their children? I have not paid too much attention to this as im an adult and don’t have any reason for it but I thought a parent could put something like this on their child’s account

Why did like over half of the commenters seem to miss it that It's specifically for underaged players, adults face no playtime restrictions. There's not really any hidden evil agenda it's just supposed to be a policy that protects children (you might agree or disagree with it still, I definitely played more than 3-5 hours at a time when I was a teen but I also wouldn't necessarily say that was a great thing a lot of the time lol). There's also no restrictions on weekends from the linked reddit thread. China aren't even the only ones to do something like this, South Korea has a 'shutdown law' which prohibits children under 16 from gaming online between midnight and 6am. You can get exemptions and there are some ways around it etc. but yea it's there. Online Game Addiction Prevention System (Fatigue System) was the name of the Chinese legislation if you want to read more about it, affects most online games not just World Of Warcraft (no, not targeted at western only games like some tinfoil hat commenter suggested). Not sure exactly how it is put into practice these days it got introduced in 2007 but yea.

Yeesh, these comments. Kinda sheds some light on why Wowhead doesn't allow comments on some articles. Some people just like running their mouths because it's the internet; nevermind that what they're saying doesn't make sense to anybody outside their own head.
That players are seeing this means that (a) it exists in all the game clients, not just a unique effect within the Chinese client, and (2) they've taken the time to Localize the message in languages other than Chinese.
