There are two variants of the armor tint used for Dread Gladiator. The regular Gladiator set is unlocked through normal PvP gear acquisition in Battle for Azeroth.

The more elaborate items of the Dread Gladiator Tint are tied to the Elite Sinister Gladiator's Armor appearance. These pieces are unlocked by to hitting certain ranking levels in the BFA PvP System:

Combatant - 1400 - 1599: wrist and waist

Challenger - 1600 - 1799: hands, legs, feet

Rival - 1800 - 2099: head, shoulder, chest

Duelist - 2100 - 2399: cloak

Elite - 2400: tabard

The Riverbeast lacks a /mountspecial animation in-game. They've done a new item of the set each week for conquest but skipped the cloak for some reasons unknown.

I've even unlocked the elite armour at this point (which the elite cloak doesn't even match) but still don't have it - I just keep getting all the other bloody cloaks all of the time instead :(

Hope this is available as part of the set after the season ends.
