I still think this is a cool concept, even at a loss. I don't mind the vendor being in an active torghast run being the only way to acquire it, either - may be cool if they somehow offered it in the new mega-dungeon, as well.

Alternatively, they could put it on Venari or some other open world vendor instead of this unnecessarily annoying limitation of having to play 2 Torghast floors to buy 1. Is it the end of the world? No. Does it seem almost spiteful? Yes.
So you have to run torghast to send your "extra" soul ash to an alt, and you do it at a loss, and you can only do it once at a time.This is stupidly restrictive.The only way this helps alts is if you already have a massive amount of soul ash. Not if you want to just play one character and send it over. Otherwise its more efficient to send the alt to torghast instead.WHO IS THIS FOR?

thats a good addition for alts,the loss of 200 soul ash is expected just like the war resource boa token from BfA,i should restart running torghast as soon as i can :P so i can feed my alts

There we go, Blizzard doing what they do best. Add a nice QOL improvement, everything sounds good...and then they shackle it to some stupid restriction just for spite and gametime metrics. No different than the corruption vendor rotation, cross-character essences requiring farming visions, conduit energy, time-gating on covenant swaps, no mounts in the maw, the conduit upgrade item from Ve'nari being unique, etc. Blizzard is physically incapable of adding something players want without somehow corrupting it to be at best bittersweet.I swear that they literally have a standing development policy of never adding something to the game unless they can show it'll improve gameplay metrics.
You can earn more soul ash faster on a well-geared character so it is worth it to buy on your main than just getting 100 soul ash per run on level 1 or whatever it is. low geared character would take the same amount of time to do a level 1 torghast that a well character takes to do a level 8 torghast. It is nice they are providing this option. I am still earning my first legendary on my main so this is a long way off for me but i can see how it would be useful for others.
So, does it means I can't buy it if someone else already buy it in the same run? Or is this only viewable to you? I hope it's the latter.It's going to take about 5 mins to get to the vendor floor per run, which isn't too bad but dang didn't expect that they would put the soul ashes in them.
Legitimate question: how is the game better for this system working this way in the context of the game state in 9.1? This continues to block players that for whatever reason are behind from 9.0/9.0.5 content from being able to fully enjoy the game and annoy veteran players alike. I don't think the incredibly small portion of the population that wants to "experience the full journey on an additional character" (which by the way, they could simply opt to do if they enjoy repeating content that much) warrants aggravating the entire rest of the game's population.
I appreciate this for alts, it's just a shame that you can't just buy it from Ven'ari.
