Summary of Findings

White Base Items can have a socket on them in Patch 9.1, but these sockets have no impact on anything. An unsocketed Base Item is functionally equal to a socketed Base Item at the Runecarver.
Base Items crafted before the Patch will not have a socket.

Newly crafted Base Items will automatically be crafted with a socket.

Brand newregardless if your base item had a socket or notUpgradingregardless if your base item had a socket or not

Newly created Helm, Neck, Bracer, Belt and Ring Runecarving armor pieces will now always be created with a socket.

Recraft the Legendary for a free socket in Patch 9.1 if you have an excess of Soul Ash, and no Stygia.
