That's by the Crafting Order pavilion, right by the quest givers for the weekly profession knowledge and barter brick/boulder quests. If it wasn't called an "arcane forge" I'd have guessed a "random" hologram NPC questgiver would end up on top of it giving additional/alternate profession-related quests.
Arcane "Forge" in the Artisan's Market, my guess is that it's related to professions.
Was any TBC profession content removed, the same way we have oldNaxx and oldZG back. Maybe its as simple as obtaining/creating TBC removed patterns?
My big hopium take is that this is a Swizz Army knife Gnomish Army forge, combining all of the special forges. No more running Brackenhide Hollow just to craft some leatherworking shoes!

Gonna throw in my equally stupid theory and say that the device is how they'll cleanse the Man'ari Eredar of any fel energies that still linger, mixed with some dragon magic. Like, either it'll be part of the unlock chain, or it'll just be a fun little visual where you see an Eredar get cleansed and talk about how relieved they are when they're free of the demon weed fel energy.

Hm. I'm pretty into professions and not quite sure what that could be. Reforging seems unnecessary since we have recrafting, people swap their stats all the time. Pretty sure they dead-ended the 10.0 knowledge system, it's been over for months and there's STILL people saying they can't catch up(they didn't even try), so maybe they'll just drop a new knowledge system with new points for new items.
It's actually a target for the Vindicaar to blast the dragons from orbit. It's the only way to be sure.
Given location, my guess is it will allow us to smash the sparks back out our crafts to make something else if we make a 'mistake'. Gives player choice without player power and also makes people buy more wow tokens to craft more stuff. Would probably have a catalyst type charge system to prevent min maxers from redoing crafts multiple times per week to have different embellishments in different kinds of content.
Imbues crafted items so they can be converted to tier.
This is yet another clue leading to the reveal of the legendary caster staff coming in 10.3
