If you were in beta, the story changed a lot, and I believe this entry is removed as part of that changed story. There is an interview with Steve Danuser on judgehype.com (french) that he talks about it. He said that Anima is extracted from souls at the end of their mortal life. Since this Maw Waker wasn't dead yet, they couldn't harvest her anima. This is most likely the reason for the change. It would really change the story if mortals could also be harvested for anima before dying. - The text also specifically says they are a maw walker, so it sounded like they were still alive.

Possibilty #6: Blizz thinks we are too dumb as a whole to appreciate their dark and gritty flavour text and/or we don't bother reading it at all.
This is the issue I have with Torghast. It's supposed to be a place of torture and horror, but it's essentially empty hallways with a few mobs. OK, there's the occasional soul chained up or caged, but it could be any generic WoW dungeon otherwise.
Probably scrapped because of time. I imagine they had a lot more planned (little lore notes) but never finished them or lore-checked them.

Maybe the idea of what "Maw Walker" changed. Also, these sound like depraved mad scientist running torture computer programs more than otherworldly forces that have been torturing souls for eons. And "gnomish tavern jig", not just the mood shift, but they're torturing souls from countless worlds, why would they be using gnomish music?It reads like a draft, and instead of editing all of them, they just got cut.
Written details of torture are a bit much.
