There are 4 WQs like that on 24h rotation, but WQ is NOT visible if you sit in Valdrakken even with WM on - which is why I missed this oneIssue of course is that NA got 2-3 times better reward then EU.
This is either limited to once per account (doubtful) or requires you being level 70 to see the quest. Did on my 70 monk earlier, but can not see it on my level 63 rogue.
