While it might be the fastest, it does have three packs with empowered seasonal mobs which have insane HP and damage, they make it really annoying to do. Also Brann pulls the whole delve all the time :)

The fastest might be Fungal Folly if you have a parachute. You can pull the first pack after jumping up from the water, parachute down to the revival stone or w/e it's called, where the phase diving spot is. You might need to clear an extra mob or 2, which shouldn't be a problem with the spores around. Then you can phase dive, clear the area and you're already done. It took me sub 10 minutes to clear an 11 at ilvl 674, which is basically almost unupgraded S3 veteran gear? Either way, it's really fast and you don't need to deal with nemesis packs, which helps a lot.
The Archival assault delve is like 10x faster - the quality of these articles is really questionable. First yesterday not all rep sources listed, now this?
Fungal folly save the miners, especially if you can glide or otherwise jump, is very fast if you don't get unlucky with the nemesis mobs. Can grab the first two, jump down to middle, get the ones on the way to the boss - one of which is only guarded by a skippable patrol - and deal with one of the easier bosses.
