While I agree this should not be useable in competitive activities like M+ and rated pvp, the World first race is over so I think let players have a little extra to push an extra boss or 2 in raids for a few weeks. This will give players who are struggling to clear normal a little helping hand. It may get them to strive for pushing at slightly higher content, rather than just LFR content. I can understand where Blizz are coming from but I think as usual they have panicked and gone a little too far in the opposite direction
Blizz have kind of invalidated theses things existing, like the augment runes are kind of useless to begin with (quite a few 16s and above are timed without them). like literally anyone able to complete a +5 will easily be able to handle 99% of things in the world, and these things only work in the world.

The comments here are all validated. There is really no reason for these to even be in the game if they're instantly nerfed. It's supposed to be a buff for in game content that is temporary to begin with. Why nerf something that will ultimately lose it's value.

TBH, I'd like to see something like this in play for a seasonal event but not in week 3 of a fresh patch. It was kinda weird they were active.
Might as well just delete them entirely. Who will keep them in their bags for weeks now to be able to kill world rares 0.1% faster?Why not just nerf the values so it won't feel like a "huge necessary upgrade"? Make them 20 mainstat instead of 100. Or turn them into "free" augment runes that can't be used together with the real ones.Just deactivating them in all group content is an easy but lazy solution.
