Is there a story behind that Havoc conduit nerf? Because that's pretty heavy...I know some of the builds for Havoc don't even use Blade Dance in St, but it gives a way to tune their Aoe I suppose.

Great that Frost Mage is getting some buffs. However, given that Frostbolt and Flurry combined only make up about 20% of Frost's total damage sources, I'm unsure of how much of an impact this will make though given the small increases - maybe in the 1-3% buff range.
Frost buffs are welcome but definitely not enough to counter the inherently flawed design of the spec this expansion: The dependency on Icy Propulsion/Thermal Void to keep 100% Icy Veins uptime just to be competitive with other classes, meaning that any downtime (Sylvannas, cough cough...) is a huge detriment to frost dps; The lack of a proper safety net when you're casting 10 frostbolts in a row without a single proc (they did it for fire, why not frost too?). The 33% crit cap which is really annoying to play around; The random Theotar tea buff that you need a 1h to reroll; How useless mastery is since 90% of our damage comes from Ice Lance that mastery doesn't affect; And many more...

Yeah, Frostbolt needed at least 5x the buff it got since without procs you're just sitting there casting a wet noodle. Thing is, Blizzard overcompensated for the NoIL build by taking Frost in an entirely wrong direction. Honestly, Frost just need a minor-major rework. It's rotation is fine, but it's spells don't play nice.
