Why again a longer cooldown than the duration? This is really cool, but Blizzard always has an anti-fun policy with toys. I'd love for rain to be permanent for my character.

Just make the duration/cooldown 1/1 and im down for it.
I just wish they could add some "stormsong" skybox in Stormwind, and every old areas.
Effects are...shared with everyone in the party? Oh boy...
how about making new weather effects in cities just by default instead of some toys? would be more immersive feeling..
Now make it so it wont require to have engineering after you learn the toy so you can use it on any toon.
It's incredible to see how much a simple skybox can drastically change the mood of a zone
1) more default weather variation would be good, rather than always requiring a toy. It’s an amazing experience for players.2) using a toy (for custom rp scenes etc.) is great, but why have such a restrictive duration and cool-down? Why is such a restrictive duration and cool-down even the norm when designing these things?
Will this force pets that have weather requirements to spawn? Like the Baby Ape in Jaguero Island or the Arctic Fox Kit in The Storm Peaks?
This is really cool addition, but please fix the cooldown, it is way to long and the cd last longer then the duration :( This is an epic toy to be honest and cool they giving proffessions some cool stuff to play with!
Id say a good balance for how the cool down and duration is set is like last 15 minutes and on a 45 min cd if it doesnt change like the World Shrinker but not 5 and 15 that is too short lol but, otherwise if it does shorten, make it 15 min on a maximum of 30 min cd.Also does this have the ability to change while the duration is in affect? Like is the duration while the sky box is active and you can change the weather/environment effect while its out at will / or is it a choose 1 effect for 15 minutes?
Make those a buff/debuff so the weather goes where every we go.
