Located in Halls of Atonement(not the dungeon) at 72.38/49.71. Cost 30 rubies to repair. Once repaired you can ring it, once the resonating meter goes to 0 the bell disappears.

Comentario de Borgoth

These broken bells are bit of a mystery. There are total 10 broken bells in the database: Confession, Rebuke, Renunciation, Shame and Submission, two of each. Why? No clue. What difference is there between the bells? None that I know of.

Repairing any of the bells costs 30 Rubí infundido. The bell will then turn to a non-broken version of the bell for next few minutes, providing you or anyone else clicking it a buff which lasts 20 minutes. If broken bell is not repaired, it'll linger around for 20 minutes and then just despawn.

Using the repaired bell, you gain a buff. What buff you get depends completely on the ghost that's standing next to the bell, thus my confusion why there even are so many different bells to begin with. I haven't tested or seen every combination, but I've seen enough to know that even though there are 5 differently named bells and 5 ghosts, they aren't pairs. You can see Bell of Shame with Gahiji, or with Ick, as an example.

Then, with the 5 ghosts, there are 5 different buffs you get. Except database actually has 12 different versions of those 5 buffs. Some with same names, some with different names, but all of them still limited to the 5 effects. Maybe this is part of some elaborate secret? Maybe it's just elaborate system that never got implemented and now we're just seeing what it turned into?

New broken bell seems to be available every 60 minutes (seen them all appear at xx:30, but that could be just coincidence and me not camping enough), with 5 different ghosts & bells in rotation, so you may not see your favorite buff very often. From what I've seen, the order of ghosts appearing may or may not be fixed, it's bit hard to tell when game has a habit of throwing you to a random shard every now and then. However, if you feel lucky and are camping for Gahiji in specific, come see the bell again 5 hours later and hope that there is some form of repeating pattern.

These are the 5 ghosts and the buffs they give:
Gahiji, la Saqueadora de tumbas: gives 5-10 Llave de cripta de expiación
Werimu, el Rey traidor: gives +20% Los Declarados reputation from Inquisitor kills for 20 mins
Khongordzolo, el Manipulador: gives rep for... apparently Court of Harvesters if you kill mobs?
Yevkek, el Esclavizador: gives more Los Declarados reputation for returning Alma fugitiva
Ick, la Iletrada: gives you more Fragmentos de piedra de pecados, as if you needed more...

Out of those, Gahiji, la Saqueadora de tumbas seems to be the most useful of the ghosts, as his bell gives you Expiación de la profanadora, where the actual effect is not what you might expect: in addition to turning you into a massive aggro magnet, 5-10 mobs within about 100 yards of the bell will get a visible buff on them, with guaranteed Crypt Key on them. Kill those mobs, get fast 5-10 Llave de cripta de expiación. Then realm hop and repeat. By far the fastest way to get Llave de cripta de expiación if you can catch this buff. And just in case you're wondering, if the mobs don't have that buff, their droprate for keys is exactly as horrible as before. So it really is just that bunch of nearby mobs with those buffs that you want to kill.
