I have seen this mission on my alts, but the character that has done all other missions for the three achievements still hasn't seen it.

There are three missions on the mission table that MANY of my alts NEVER see. Dancing with the Dark Rangers, Steamwheedle Alliance, and Dalaran Ritual. My #1 did them when BFA was new, but I don't remember how or why.
The only pre-requisite that I can see here on Wowhead is it's item level 800. All my champions are 800. We're a year into Shadowlands and these still won't show up. I'll be putting in a bug report... again.

Still not showing up. Just noticed that Wowhead says it requires item level 800 and character level of 120. Well, we can't get that anymore since the level squish. Perhaps that's the problem? Putting in ANOTHER bug report to Blizz.

Jan 14, 2022 update
So today, this quest "Dancing" showed up for the second time in what, a year? BUT, both times it only showed up on two alts that DON'T need it (already done). I saw Dalaran once (again not needed), but not Steamwheedle in YEARS!

I have also noticed that NONE of my alts are getting ANY quests that they need lately. One alt has over a dozen undone missions, but NONE show up on her board for what? a year? That shouldn't be possible.
I have about 25 alts left on the ships. Some ran out of resources. Only four ever got the achieve, and that was years ago.
If Blizz is going to cheat us out of this one, they should just say so. Nobody knows what they want! Not even anybody at Wowhead.
Yes, I have repeatedly reported to Blizz. I just wondered if anybody at Wowhead had any new theories. BTW, today's "Dancing" did not have a gold reward. It was artifact power. So that theory's done.

today this mission appeared for me in dragonflight 10.1.5, i just did the missions daily, so i guess this mission's appearance is linked to really &*!@ty RNG, good luck everyone
