Pretty versatile talent and would go very good with either an Elemental/Enhancement build for high DPS with a 16% reduced mana cost to shocks or Enhancement/Resto for Survivability with a 31% reduced mana cost for your totems as well. Either way its a pretty solid talent that serves many aspects of the class.

With Patch 2.3 the changes mentioned by Brighid are in fact occuring, previous to that patch this talent only reduced the mana cost of instant cast spells, and was often over looked by leveling shaman.

However even with mediocre attack power (my level 48 shaman has about 420 unbuffed) this talent will now give the enhancement shaman 126 spell damage and healing (something most leveling characters have yet to obtain) and at 70 assuming around 2000 AP which I know is possible, that would mean an even 600 spell damage and healing, a nice bonus but not game breaking since shocks are instant cast and have lower damage coefficients.

This should also boost the off-spec healing in lower leveled instances

To help illustrate the usefulness and versatility of this talent, Mental Quickness reduces the mana cost of the following spells and abilities: all totems, lightning shield, all shock spells, all weapon spells, stormstrike, bloodlust / heroism, purge, cure poison, cure disease, water breathing, water walking, and any spell cast while under the influence of Nature's Swiftness (Earth Shield was omitted from this list for obvious reasons, although it *would* benefit as well). When combined with other talents, it can reduce the cost of your shock spells by 16% and the cost of your totems by 31%. In addition, the 10/20/30% bonus to damage and healing from attack power helps make your shocks and spells hit harder, your healing totem heal for more per tick, and can allow you to perform as an emergency healer very well.

All around, you get a LOT of mileage out of this talent, I'd highly recommend it.

Question... this says it will "Reduces the mana cost of your instant cast Shaman spells by 6%". Would this count towards the effect from Maelstrom weapon (https://www.wowhead.com/mop-classic/spell=51532)?
By this i mean a 5 stack of this would make our Lavaburst, Lightning bolt and Chain Lightning insta-cast so it might benefit from the 6% from mental quickness.

Yeah it will be a huge nerf, because most of the shamans based damage its from "Earth Shock" and "Lightning Bolt" with this nerf, our damage with those spells will be decreased highly.

newest update on the 3.0.8 patch moves this talent up in the talent tree - but doesn't change the AP to spellpower effect!

On the current beta build this passive ability gives you 50% of your Attack Power as Spell Power.

I found it quite obvious that this does not affect the Maelstrom Weapon (5x) effect.
Here's an example.

Lightning Bolt
As you can see the casting time is 2.5 seconds, and it's obviously not instant.
But when Maelstrom Weapon procs, and stacks for 5, it will become instant. But still, the base stats of Lightning Bolt is still a 2.5 second cast, and the maelstrom weapon effect is only temporary (30 seconds). If you look at Earth Shock it's already instant. But this doesn't change the fact that this talent ability is useful :)

Serios out-of-date comments above...

First of all, Mental Quickness is the greatest snyergy-talent out there.
Increasing the Damage and Healing through attackpower is what makes enhancement shaman so powerful.

It also decreases the mana-cost of all instant beneficial, damaging, and totem spells by 75%.
So basically, every instant, excluding Purge. This change was made in 4.0.something because enhance could spam purge in PvP.

It gets slightly changed in 4.3, to put the nail into the coffin for enhancement with spellpower weapons.

Mental Quickness has been redesigned. Instead of granting the shaman spell power, Mental Quickness now causes Enhancement shaman spells to behave as though the shaman has spell power equal to 55% of attack power. Enhancement shaman spells no longer benefit from spell power from other sources.

That means that nothing really will change, just a slight increase from 50 to 55%. That compensates
a) the change in Flametongue weapon - no spellpower, but a 5% elemental damage increase
b) the loss of spellpower through intellect (on our gear) and the 6/10% spellpower raidbuff.

Unleashed Rage (the AP% raidbuff) will also change to 20% AP for only melee.
