Like Theiasko I have rolled two Goblin chars trying to get further than this point. I read somewhere else that it is bugged and raised a ticket but no answer came back. Perhaps this is due to the low level but it sure is annoying having bought Cata to find that no further progress can be made.
There must be thousands of others in the same position so perhaps a fix will be implemented soon.

EDIT: Now sorted. If anyone has the same issue you have to complete your quest log INCLUDING the trainer. Once this is done the quest is revealed.
