This scroll is inside of a tomb. It should be spawned right next to the box at the altar. If it's not spawned, you are phased. I believe that the quests that phase you are the ones given to you by 博學行者阿洲的影像 in Kun Lai Summit. If you don't have 霸凶的舌頭 in your bags anymore (which is needed to summon Cho), you'll have to visit 米什 who is a small red dragon. The dragon will give you the tongue so you can finish the quests that are phasing you (They probably take place inside of the tomb, at least they did for me).

The quest I completed to fix my phasing issue was 偷走他們的雷王. Your millage may vary, though.

The tomb entrance is in kun-lai summit cordinates 53.46 Just follow the stairs and go straight forward and you will find it.

For anyone who's like me who does not have TomTom & just using the guide & looking at screenshots & map pinpoints on here to find the items, here's a picture that will be very helpful for the Valley of the Emperors item/achievement.

This is what you're going to want to look for when you get near that dot marked 50.6, 48.1. You have to go into the tomb to get to the item. Look for this massive doorway. Run down the stairs, watch out for the traps (tiles on the floor, cross-path projectiles or something), & you'll see the item exactly as displayed in one of the screenshots.

I'm going to upload the screenshot I took of what to look for, but in the meantime, I'll post a direct link here:

As of 5.4, the phasing issue has been resolved, and anyone should be able to walk in and grab the scroll. I had no quests in this zone completed and I was able to walk in and grab it.
