I don't know if anyone else has or had this problem but i was unable to battle with Ras'an. All he would do is talk to me normally. In the end i had to switch and battle him on someone else. I think the reason may be because i'm exalted with Sporeggar, i tried to changing it to "at war" and it made no difference. Just a heads up to anyone else who has the same issue :)

Edit: Logged out and back in an hour or so later and it let me fight him with the "at war" still turned off. Must of just been bugged so if it happens to you try a relog! :)

The team that I used are:

Fledgling Nether Ray lvl 19 green (Bite, Tail Sweep, Shadow Shock)
-Glitterfly went first. Started with Shadow Shock, hit with Tail Sweep, Bite, Shadow Shock, Tail Sweep. Should take him down pretty quickly.

Topaz Shale Hatchling lvl 24 blue (Leech Life, Sticky Web, Stone Rush
-Tripod went next. He went down really fast with Stone Rush, Sticky Web, Leech life, Sticky Web and then one last Stone Rush.

Core Hound Pup lvl 25 Blue (Thrash, Howl, Burrow)
-Fungore went last and he too went down pretty fast. Hit him with Howl, Burrow, Trash, Howl, Burrow.

Two-pet strategy:

25 Rare Scourged Whelpling (Tail Sweep, Call Darkness, Plagued Blood)
25 Rare Amethyst Spiderling (Poison Spit, Brittle Webbing, Leech Life)
level pet

Open with Whelpling. Spam tail sweep until Glitterfly dies. Continue to Spam Tail Sweep until Whelpling dies (damned), then Call Darkness which should kill Tripod. Bring out level pet, then immediately swap to Spiderling. Brittle webbing and leech life, then Poison Spit, leech life when back up.

They're not the easiest team to acquire, but an Enchanted Broom and an Unborn Val'kyr do very well as a training team against Ras'an, especially if your trainee/carry pet has a fast avoidance or shielding ability so they can go first.

For the Broom, I'm using Batter, Sweep and Clean-up; for the Val'kyr, any combination of abilities should do fine - just remember the perma-death from Unholy Ascension and plan accordingly.

I was somewhat scared to just give it a try with whatever I had on-hand at the time since I just happened to be in the area, I was thinking he was going to need some "master plan" to beat -- I was pleasantly surprised. I just went in with my three highest-level pets regardless of type and came away a winner.

I used a lvl 25 Dragonborne Hatchling (rare), lvl 23 Golden Civet (rare), and a level 24 Effervescent Glowfly (common). The fights were easy, they went down extremely fast.

I used:

1. Rare level 25 H/S Silkbead Snail: Ooze Touch, Dive.
2. Uncommon level 25 P/P Emerald Proto-whelp: Breath, Emerald Presence, Emerald Dream.
3. Rare level 24 H/P Ghostly Skull: Shadow Slash.

Silkbead Snail defeated the 1st pet (flying) in 5 rounds.
Emerald Proto-whelp defeated the 2nd pet (magic) in 6 rounds.
Ghostly Skull killed the 3rd pet (humanoid) with only three Shadow Slashes.

Glitterfly - Use Magic (Coilfang Stalker - Illusionary Barrier, Amplify Magic, spam Focused Beams)

Tripod - Use Dragon (I used Cypress to counter arcane storm with Sunlight, then Photosynthesis, spam Tail Sweep)

Fungor - Use undead (I used Argus - Ice Tomb, Bone Bite, Puppy Parade. Should die when ice tomb drops.)

Easy win.
