Not only fury warriors. Arms will like this one to. Stack this one in a marco with berserker rage for low cds or a burster with banner,recklessness,avatar/bloodbath is a warrior going madness.

You do no longer need reputation with any faction to purchase this item.
You do however still need to do the first two quests in order to access the NPC from whom you purchase it.
