One of the new inscription relics, alongside 嗜血凱旋符咒 and 嗜血支配之眼. The prices of these will probably be pretty high when 4.2 comes out, as people will use them to boost their ability at pvp and I'm sure others will try to buy them to boost their ilvl for raiding. The recipes will either come from Hyjal dailies, possibly even the trainer or random world drops. Where the recipe comes from is currently all speculation, but I am 95% positive that my claims on prices will be entirely correct; they will be expensive.

The recipes are on the regular trainers now on the PTR.
