Anyway, I acquired these today at 21:00 server time. I saw him at the spot where you do this quest but did not know it was a rare mob so I went and turned some quests in. When I came back later to do that quest, I saw he was still there, targetted him and realised it was a rare mob. Naturally I killed it and consequently got the boots. Therefore, although I do not know for sure, it seems plausible that he does not patrol much, but is just chilling in that area.

EDIT: Sold the boots yesterday for 400g. Seen pairs on the AH for up to 2k, but they have not sold and when I put my up for 1k they did not sell either.
Don't hope I've been downrated for that original comment about your word, certainly no one can be that petty.

These boots are fairly easy to acquire, as they are BoE and will thus appear on the auction house from time to time. However, they lack spirit and have mastery--far from a good stat for holy paladins. Until Eternal Pathfinders (1650 valor points) or raids, your only other PvE options are Guildmaster's Greaves, from Vanessa VanCleef in heroic Deadmines (18% droprate) or Greaves of Wu the Younger from High Prophet Barim in heroic Lost City of the Tol'vir (20% droprate). Another alternative that doesn't require a lucky dungeon run is Bloodthirsty Gladiator's Greaves of Meditation (1650 honor points). Of course, the PvP ones have resilience, which you can't reforge to something more useful for PvE, but also have 13 more INT and 8 more SPI than anything else at this ilvl and are thus a decent stopgap until you have the valor points you need.

Just killed this mob today on 07/09/2014. Kind of got excited because I thought it was Posideous. Sadly though it was this beauty. I guess it's time for more searching.

In lieu of the boots being dropped however, I didn't get a single thing. Guess it's just one of those off chances where I was unlucky. I'll report back again if I ever encounter this creature again!
