This chest piece is pretty much best in slot pre-raid gear for a survival hunter due to the fact that haste and crit are both better than mastery at this point in time. The crafted epic may be better if you are not hit capped, but otherwise I would use this for now, at least until some sockets are added to the crafted mail chest.

EDIT for 4.06/4.1 -

This chestpiece is still competitive with the crafted chest and better than all other blues for both survival and marksmanship pre-raid because of a couple reasons:

Mastery is sub-par for survival, and while it's not as bad for Marks, crit is still better.

Reaching the ~12% haste threshold unbuffed is a good idea before you start reforging for mastery.

Definitely still a worthwhile farm if you have the time and inclination.

This is one of the few gear pieces you should use the blue slot for the bonus. One +40 agi gem in the red slot, and one +20 agi and +20 hit in the blue slot nets you +80 agi and +20 hit. While just two +40 agi gems nets you just +40 agi.
