Armour Penetration increases the damage from Crusader Strike and Divine Storm, and our auto attacks. Haste increases the speed of our auto attacks, so our auto attacks basically deal more damage over the same period of time, and thus we also deal more damage with Seal of the Martyr/Blood or Seal of Vengeance/Corruption.

In 3.1, haste is way better than armour penetration, because, basically, only two of our attacks (Crusader Strike and Divine Storm) benefit from armour penetration. Haste increases the frequency of our auto attacks, thus causing them to deal more damage, but more importantly so, we deal more damage with Seal of the Martyr/Blood.

In 3.2, we will lose Seal of the Martyr/Blood, and we will use Seal of Vengeance/Corruption. This is one reason why haste has lost its appeal. The reason that armour penetration has become a, arguably, better stat than haste, is because the cooldown on Crusader Strike was lowered to 4 seconds, resulting in us spamming the attack even more. More Crusader Strikes --> more physical damage.

All in all, haste and armour penetration are both worthless compared to stats like hit, expertise or strength, but if I had to choose between the two, I would definitely go for armour penetration.

Haste shouldn't lose it's appeal just because we lose SotM/SoB, if anything it should be just as appealing if not more so because hitting faster allows you to build your SoV/SoCorr stacks faster, therefore buffing our dps just as much if not more so than with SoB. I'd still take haste over ArP.
