spell power difference beween the MH+OH and the Staff is pretty big , but remember
that there is an extra socket on the staff for a good +23 spell power :D

For mages in PvP, MH+OH is a better choice over the staff.

You'll get enough haste from offset pieces + PvE items anyway. Plus the spellpower difference is quite huge.

The MH/OH has been and will always be the best way to max spellpower however taking the staff is not necessarily a bad thing if survivability is your goal. Personally I am always going to take the MH/OH combo because there is more flexibility in being able to switch you OH.

Stacking haste:
MH/OH Haste combo = +53 Spell power
Haste Staff = +12 Resil, +12 Haste, +47 Stam, & +2 Int
