Slightly inferior to Vulmir for an enhancement shaman offhand, but that's to be expected considering it's a 10 man hard mode drop. It's certainly one of the best options for a enh shaman for an offhand (since it's a one hand weapon) and would last quite a while for anyone who only raided 10 mans. Heck, you'd only replace it with Vulmir for an offhand, so it could even last 25 man raiders quite some time.

I'm editing this to point out eikyu's post below about the buff to hard mode loot in 10 man Ulduar. If the stats go up on this weapon enough, it could become equal to or even replace Vulmir as BiS for enhancement. The iLevel will be the same.

In order to better reward players for completing hard mode encounters in 10-player Ulduar, we will be updating weapon rewards from these hard mode encounters to an item level of 232 in the next minor patch. Players already with these items should see an increase in the power of these items to better reflect the new item level.

While it's inferior to Vulmir right now, it may goes up to be superior, but will at least be just as strong if it gets the same 178 dps other 232 ilevel items have. If it will be BiS depends on how the tests turn out with the final weapon stat change.

Edit:
With the changes on the PTR (and actually on live, too, the tooltips just don't reflect it yet) this weapon now got indeed a dps of 178, but surprisingly they also changed it's speed from 2.6 to 2.7, which should put it way over Vulmir makes it the new BiS OH weapon for Enhancement Shamans and even the second to third best MH weapon for us, too.

After farming yogg+1 for 10 resets it finally dropped - superb offhand for DW frost DKs indeed, only outperformed by Remorseless and Cudgel of the Damned , which are better but a factor 10 harder to get (Tribute chest 25man TOGC)
