As the name pretty clearly implies, drops from General Vezax. 10-man hard mode.
Low on stamina and 2 sockets which arent blue will make this cloak wanted by a multitude of melee classes who can utilize the massive amount of agility. Strength users can look for cloaks with strength as well, as theres quite a few of them dropping in ulduar.

Edit v2: Im not saying that this cloak isnt for str users, not at all. 4 dps stats + 2 sockets is incredibly itemized for any class, but my point was that hunters/rogues/enha shamans arent too hot for str.

Looks like BiS for all physical DPS, although you can play around with the other choices in Wowhead's item comparison tool.

Icy Intent despite its ilvl has secondary stats that most people are at least soft-capped on at this point.

Drakerider comes the closest for plate wearers (particularly DKs who get less value from Agility due to some abilities not using melee crit). Assuming +16 Strength gems in this, it comes down to 40 Strength, 6 Crit, 6 ArP for Drakerider vs 92 AP and 69 Agility for this. Matching sockets, it's 48 Strength and 6 ArP vs 92 AP, 75 Agility, 2 Crit on this. The extra Stamina on Drakerider shouldn't be much of a factor; the only reason to wear it over this is because you're likely to have access to it much earlier.

How can a ilvl 226 cloak beat a ilvl 239 cloak, in terms of being best in slot for virtually all physical DPS?

You might assume this is overbudget, but due to the wide spread in stats (which includes two sockets) and being well itemized, the stat point values seem in line with how item budgets work.

It's currently BiS for all melee DPS. Which is both good and bad. It's good since it's not likely to get sharded anytime soon, but bad since you will have so many rolls every time it drops. It also creates drama since the inevitable argument of what class it is "more" BiS for.

Example: It drops, 3 melee dps in the raid, feral, rogue, and a ret. It's BiS for all three, but the ret wins with a need roll. It's hard for the rogue and drood to not say anything, but since there is no cloak with STR that's equal, even a cloak with mostly useless agil is still BiS for the ret. So be ready for some negotiating.

It reminds me of the cloak off KT, where you would see 8 rolls when it dropped.

At least now the BiS cloak drops in a 10 man, so only 3-5 people may want it instead of 12.

Update:

No longer BiS after the 3.2 update, but it is still the best you can get until some heroic and later Trial. Vezax has been nerfed as well, making this cloak far easier to obtain than it was pre 3.2.
