Bind to Account, badge reward, scaling with level Attack Power at the moment.

These items are for levelling toons. A lot of the armour appears to have experience boosts. Great idea that Blizzard have implemented. I'll have to check these out in-game when I'm at home.

Oh no, Hand of justice was THE item in the past days. This item is just a bad castrated version of this once so great trinket. Booo Blizzard!

They just had to remove it imo, too many easily accessible extra hits.
Sword Spec + Battleworn Trash blade + trinket that gives extra attacks? this would become the only way to level a rogue.. and if you managed to get your hands on some other item with extra hits.... what if 2 of them? you realize that these effects can proc of each other..
It was already hard to give up on Blindstrike after seeing some 3x or even 4x hits...

All they did was make damage less bursty, this item is ~2% haste, which equals out to what they wanted a hand of justice to be 1 hit every 50 hits is now one more hit per 50 hits. Same thing with WF totem, instead of 20% chance to proc it hoping for 1 out of 5 hits, they changed it to 20% haste talented giving for sure 1 more hit every 5 hits.
Granted with the coolness of RNG the previous versions could be much better/worse, this new version you never have to worry about bad luck.

This item is also one of the many new
Bind to Account
items.
This means you can send it to any character on your Realm/Faction.
When using a Character Realm Transfer these items will also follow you.

If you're wearing two of these at the same time (they aren't unique, so this should be possible), do both of them proc the 2% heal on kill?

If you're curious as to how this item scales down with your character's level (for purposes of twinking or general curiosity), you can use the LINK button at the top of this item page to link the item in-game: the WoW client will automatically scale the item stats down to your character's level for you. This works with all the other Heirloom items as well.
Steps in case you are unfamiliar with how to use Wowhead item links:
Click the link button above, there will be a popup window with some automatically highlighted text.
Copy the text (Windows: Ctrl-C, Mac: Cmd-C) and close the popup window.
Open (or switch to) WoW and press Enter to open up your chat dialog.
Paste the code into the box (Windows: Ctrl-V, Mac: Cmd-V) and press Enter.
A message in white text will appear in your chat log followed by an item link.
You can click this link to view the details and can Ctrl-click it to view it on your character.
Thanks goes to

Just purchased 2 of them, equiped both and slayed a green deer below dalaran, and had 2 seperate procs pop up, so yup, seems you can indeed stack them for double the heals.
This was posted 18 days ago. you should really read everything before you post.

Does it also proc when a party member kills a mob, or do you have to make the killing blow?

I have 2 of these on my level 10 paladin, with
Bloodied Arcanite Reaper
, I put
Iron counterweight
on it and have enchanted a pair of gloves with
Minor haste
, I also have 10 haste on a head item.
That is 119.6% melee haste for level 10, needless to say I am two-shotting everything and levelling an alt now is actually
fun
.
The beauty of all this stuff is that once I am done levelling it, I can simply mail them to another alt.
Edit: Ok maybe the math is a little off, but thats besides the point, all I know is that I had over 100% haste and it was lots of fun, it would be even more than that now because they buffed melee haste for paladins.

So many comments yet none about what (imo) interests more: How does the 2% healing affects on leveling characters who can't heal themselves (ie. rogues, warriors)?
Does it make this trinket a must if you want to solo grind / level up a new character without healing abilities?

As written above, with haste, provides 1 more "white" hit after 50th.. Already you kill mobs in 3-4 seconds, you wont be doing your bonus hit. I wish it was giving hit-AP-crit even armor penet. I dont reccoment this for questing. Consider its only giving %2 hp after killing a mob. This item made for melees but unfortunately giving better adventage for casters...
If you wanna level a melee and have limited emblems, buy this last to fill trinket slot at least...

Swift Hand of Justice
Binds to account
Trinket
Requires level 1 to 80 (80)
Item Level 1
Equip: Improves haste rating by 64 (1.95% @ L80).
Equip: Increases spell power by 343.
Equip: Heals you for 2% of your maximum health whenever you kill a target that yields experience or honor.
Can someone explain why this has an extreme high amount of spellpower?

Mandydeth
Is something glitched with the tooltips, or did this get a 343 SP boost overnight?

odd, this trinket says it adds spellpower, I am looking at it on live and it certainly DOES NOT add spellpower.
The sister trinket
Discerning Eye Of The Beast
adds spellpower.

so we've established that this has no internal cooldown, and isnt unique so you can equip two, but, if you have two equipped will you get the double heal effect per kill?
the double haste is nice, but just wondering about the healing effect if its doubled (because you have two)

This trinket is nice, but it's probably the last priority for any heirloom item currently in the game. I'd say it ranks a little bit below the other trinket, discerning eye of the beast, because spellpower is a little bit of a higher priority for caster classes while leveling and mana regen can be a real bear in early levels.
Positives for this trinket:
1. Haste benefits all specs in the game (to varying degrees). Unlike most heirloom items, this is definitely something you can use on multiple alts. It's obviously better on specs that derive relatively more benefit from haste.
2. The healing proc cuts downtime a little bit, particularly for classes without a self heal.
3. Trinkets are VERY rare in vanilla wow content, so it's an item slot that literally has no competition for almost 60 levels.
Negatives:
1. It doesn't provide THAT much haste -- it stays relatively close to 2% for most of the game. That helps a little bit, especially if there are other haste effects to stack with it (it fits very nicely with windfury totem), but for the most part the effect is going to be barely noticeable at any given moment.
2. Similarly, the healing proc doesn't wind up adding that much to the table. Consider a level 40 or so character at 2000 health -- from that 2000 health pool, each killing blow on a mob/player is only going to heal you for 40 health. Unless you have a grinding strategy, you won't be killing mobs fast enough to really see much healing from this. Compared to health-returning weapon enchants like crusader or lifestealing it doesn't add much at all.
3. Eventually you'll start looking at varied, interesting trinkets -- howling fjord and borean tundra have a wealth of them, if not before. Unlike the shoulders/chest and, for some classes, weapons, this trinket is unlikely to make the entirety of the journey from 1-80 with you.
Overall, I'd say the item is a bit underwhelming compared to most heirlooms, gravy on top as opposed to a must have. In my opinion you'd be better off collecting shoulder + chest sets first (either for a specific class, or collecting sets you could use with multiple class/specs), then appropriate weapons, and then only buy one (or two) of these if you are still accumulating seals. Bottom line is that it is a nice little item, but expensive and not nearly the same leveling game-changer as the other heirloom pieces.

Ran some tests after having used this on my 80 mage for multi target aoe noticing reduced health rewarded.
迅捷的正義之手
Anywhere from 1 to 5 targets, you receive the FULL 2% health, 6 and greater you receive only 1%.
Haven't tested further then that, but i assume there is greater diminishing returns the more targets you kill simultaneously.
Shame cause I figured this would hold up as a great sustainability AOE farming trinket, screw drinking!

Definitely get these trinkets last if at all. Begin rant.
Haste as a stat to improve leveling flow and speed is failed logic. As a melee character, 2-4% haste may save you a fraction of a second per mob kill, simply because of how strong yellow hits on quest mobs and how much of an overkill your killing blow may be.
For my level 72 Warrior, I have 6,700 creatures slain. Let's say having two of these trinkets saved me a full second per battle, which is
greatly
inflated for sake of argument. That's 112 minutes or a little under 2 hours of saved time by the time level 70 players replace these with vastly superior Wrath green trinkets. By the way, at current JP prices, two of these trinkets cost about 15 heroics worth of JP.
The heal is the strongest benefit and most appealing part to this trinket, and yet it is roughly
less than a
single
bandage tick at any given level
, not to mention most players power level bandages well beyond their characters level. Downtime due to health is also nearly irrelevant now considering how strong out of combat health regen is paired with travel time between mobs and quest givers. I haven't had to heal out of combat on any character I've leveled in the last year, buying food to level is beyond ancient.
Examples:
HP at level 40: 2,000 - 4% heal from
two
trinkets = 80 HP - Bandage (H.Silk) 1 Tick = 80
HP at level 60 5,000 - 4% heal from
two
trinkets = 200 HP - Bandage (H.Runecloth) 1 Tick = 250
HP at level 70 10,000 - 4% heal from
two
trinkets = 400 HP - Bandage (Frostweave) 1 Tick = 600
Conclusion: These trinkets will not make you better in PVP nor save you time questing. They won't sufficiently help you kill that elite group quest mob nor save you from any normal death. Pass on these trinkets unless you're completely JP cap'd or have an immense desire to have them just to have them.

Completely agree with the above.
When you compare with the other BOA trinket option,
Discerning Eye of the Beast
, the itemization doesn't make sense. Intellect is top of the stat priority for all healers and spellcasters. Haste is nowhere near top priority for any other class.
And, as mentioned, a 2% heal is helpful but hardly a lifesaver. If only they made this +Agi or +Str....

Can't find it stated anywhere but it appears to not proc at all above level 80 (
for me anyway
).
Though I would expect that to be in line with the other 1-80 BoAs that stop providing XP beyond 80.

I am wondering if the hp procc works past level 80?
I am thinking about using this for farming on a 90 toon,
and the mobs I am farming from give XP
will post if I decide to buy to test it out..
But I hope someone else has tested this already.
So I am not interested in the haste scaling past 80 (cause I know that stops)
just interested in the HP return

Cost is the original item and either Darkmoon Faire Prize Tickets, JP (for heirlooms purchasable with JP) or Honor (for PvP itemized heirlooms purchased with honor)
1-H Weapons: 2175 Honor/JP or 110 Darkmoon Faire Tickets
2-H Weapons: 3500 Honor/JP or 130 Darkmoon Faire tickets
Armor: 2175 Honor/JP or 110 Darkmoon Faire tickets
Trinkets: 2725 Honor/JP or 130 Darkmoon Faire Tickets
