I see .. these boots are for the strengh breach rogues .. not for the hit n strike rogues .. you see some rogues got alot and alot of hp but thier attacks are strong but are soooo slow .. its like a warrior rogue or something .. these are for them not for the fast stealthy viper rogues :)

I think it's a joke on blizzards part, or maybe trying to better balance some of the boots that go with the pvp sets?
