As long as armor penetration mechanics stay the same in wrath of the lich king, the more you stack, the more effect it will have. Also, the less armor your target has, the more effect penetration will have. This will be especially useful for melee once hit rating/expertise caps have been reached, or for pvp.

Roughly equivalent to +20 Str for a warrior, and better when stacked, but with a diminished effect once you remove essentially all armor from clothies.

Finding the right balance will be interesting, and give theorycrafters something to do.

An attempt to clear up ArP:

Yes, as of WotLK the mechanics have changed slightly: You now receive a ArP rating VS direct "ignore armor".
At level 80, ~15.39 ArP = 1% reduction. That being said, you get ~1.30% armor reduction from this gem.
Certainly it should be easy to see that the closer you get to 100% reduction, the better.

Especially useful for feral druids, who can very easily exp and hit cap from gear. ArP is CURRENTLY stacking better than agility, and theorycrafting is reporting that you can move past the ArP cap and actually get a negative armor effect. The more you have, the better it becomes.

Armor penetration is a good stat for meele DPS classes as rogues, death knights and Druids. To roughly clarify the benefit it rewards to a feral druid:

At about 200-300 armor penetration (arp), arp becomes a better stat than agility. What this means is, when you reach around 200 armor penetration from gear, you should start socketing armor penetration instead of agility. That should slightly improve your dps.

Furthermore, the best DPS trinket you can get is Mjolnir Runestone OR Grim toll. Going over 100% arp is a waste. So, there is a value called "softcap" for armor penetration. It is the value of armor penetration which grants 100% armor penetration if your Grim Toll/Mjolnir Runestone procs.

Wearing both trinkets is quite useless since they have a significant shared uptime and then there would be ArP wasted (assuming you've got some ArP on your gear). The goal is, to reach the ArP soft-cap. Soft Cap means: you have exactly 100% Armor Ignore when your trinket proccs.

ArP Soft-cap: 566.6 ArPen, if wearing Mjolnir Runestone
ArP Soft-cap: 619.6 ArPen, if wearing Grim Toll

ArP rough values:
12.316 ArP = 1% of the target's armor are ignored
Hard Cap 1231.6 ArP = 100% of the target's armor are ignored

Note: This is for FERAL DRUIDS, i am not sure how the numbers go for other classes, but it should be about the same. Furthermore, I am not sure how accurete my info is for current patch.

Just in case you aren't joking. Not really no. It's nice to get some on your gear, it is good for bear DPS, but you should gem Agi/Stam or better survival over better DPS.

Item no longer available after patch 4.0.1. All arp is removed,gear,trinkets etc.sigh I was pulling 13k dps in 25m single target with 80%arp.
