This is one of the 10 extremely rare/rare (blue) items that are dropped in Scholomance, and Scholomance only - or in other words here is a list of all the zone drops from the dungeon that goes by the name of Scholomance. ~~(except for the three last)~~

All of the items have lost a great deal of their value because of the fact that they're all close to level 58, which is the level-requirement to enter Outlands (= Hellfire Peninsula) - which is ofcourse the place where you'll find upgrades to these items.

Seems to be a random mob drop inside Scholomance. One of the Handlers dropped it this evening; rogue won the roll.

1st Scholo run I got this off a greed roll. I had no idea how much it was worth but it looked kinda crappy. Put it up 5g bid and 25g buyout and it was sold in maybe 3 hours.

These awesome shoulders cannot be farmed for in any way since they drop similar to an epic BOE item off random mobs. One thing that is for sure, I am jealous of whoever has these :)

sold em for 130g in like 2min on AH i suggest u sell it for 250-300g (next patch there is a new instance that req shadow and frost)
