Interesting thing about these pants. Traditionally an items socket bonus is based on the amount of sockets there are in a piece of gear. Each socket is typically warranted a set amount of stats per socket. A meta gem socket is worth twice the value of a regular colored socket.

More often than not, in Mists of Pandaria sockets are calculated with the values as such

Prismatic Socket: No value. From what I can tell, this socket only exists from being created with the Belt Buckles (And Blacksmithing Glove/Bracer sockets)
Red/Blue/Yellow Socket: +60 of Primary/Secondary Stat multiplied by the number of sockets.
Meta Gem Socket: +120 of Primary/Secondary Stat. This socket is always worth twice the stat value of a normal colored socket.

Ever wondered why our helms this expansion always give +180 of a stat? That's why! They have 1 meta gem socket (+120) and 1 colored socket (+60) for a total of +180 to a primary or secondary stat.

In the span of Mists of Pandaria, with the exception of a few pieces. 巨怪踏靴 This being an exception, this socket being appears to be doubled in worth for an unknown reason. (Perhaps because they are so monstrous!) Another exception as well as any Timeless item that comes with a socket 破崖者胸甲 Which is tripled in this case after using a Burden of Eternity most likely to help keep the pieces value as most raid finder pieces have two to three sockets existing on them already.

In this event, it appears to be one of the only pieces of gear I could find that goes in the opposite direction, and its socket bonus has actually diminished in value instead of increasing. If we look at 莽擊腿鎧 which has nearly identical stats, it too follows the formula as stated above and has a proper +180 stat bonus implemented.

However, I feel we shouldn't complain as my searches to compare all the pants added in the Siege of Orgrimmar encounter, it appears this one of only two pairs of leggings in the encounter that drop, and have 3 sockets. So I theorize that on this particular piece, the third socket was unintentionally added to the piece when the content went live.
