since Glyph of Life Tap is a class glyph, how Glyph of Life Tap work for Destruction? as their Life Tap have been replaced by Chaotic Energy?

There is a hint behind the name of this ability. Watch your mana go up and down as you cast spells (much more noticeable with expensive ones like Rain of Fire). The mana bar goes up and down very similarly to energy bars from monks, druids and rogues.
I believe blizzard implemented that mechanic into destro locks to kinda mimic those classes, they need to have mana pooled if they want to burst.

I find it strange that Blizzard decided to not include this in the Destruction part of the Warlock spellbook, or anywhere in the spellbook. Even though it is a passive ability, I would think this should be in the spellbook, as the rest of all the spells/abilities/talents/etc. in World of Warcraft are.

This should be included in the Spellbook/Abilities.

This is not a glyph.

I do not know why it is listed under the glyphs category on Wowhead as it's a passive spell
