Currently seems to be bugged as you can't practice using Judgement :P .

sadly this Quest isnt feasible for Paladins over 24 since Seal of Command getting replaced by Seal of the Truth..

I asked a Gamemaster to solve the problem and he answered that they can't help it since this Quest isnt necessary for any Quest Achievement.

Reach level 3 to learn Seal of Command. Cast Seal of Command on yourself and then hit a Training Dummy south of the entrance to Northshire Abbey.
