Don't know if it'll change once the expansion properly releases but as of the Pre-patch the tooltip for Pandaria flying says it requires lvl 85 with only cloud serpent flying requiring lvl 90.

"Have 1,250 (or less with reputation) to pay for Tome of Four Winds Flight Tome of Four Winds Flight." For me at neutral with Golden Lotus the tome is 1350g.

Having started my Pandaran at level 1 and leveled through Azeroth and Outland to level 72, I was able to learn this in Dalaran from Hira Snowdawn, located at the flight deck where the flight point is (70, 45). It was really easy. I just had to buy it.
