Couple things about this trinket.

-It seems to have a relatively high proc chance (you can expect it to proc almost as soon as the ICD is up)
-It can proc off of dots
-The AOE damage proc on the trinket scales with your spellpower
-The proc from the trinket can crit
-The ICD seems to be exactly 25 seconds

The proc does about 20k damage per target noncrit for my entry-level warlock (iLevel 372). It seems that like most spells, the proc can hit max. 10 targets for full damage. If there are more, each will take less damage. It will hit all enemies around your target, not you, so it doesn't matter how far away you are from the target.
I think it's a nice trinket for some burst in arenas, since it can also crit (if you don't mind the occasional CC break on stacked targets).

**Important Update!**

After the December 13th, 2011 maintenance, it's become exclusive for Druid, Mage, Priest, Shaman, Warlock

Some items were recently reclassified. This is one such item, so you might find yourself in possession of one of these items and are no longer able to use it. If you looted an item from Looking for Raid which replaced another and you need Game Master assistance to recover your old item, please place a petition with the new item name, that you can no longer use it - and the old item name you need restored.

As a part of the on-going evaluation of Looking For Raid and the loot system, we have recently implemented a change to the Looking For Raid Need Plus system. Weapons, trinkets, rings, neck pieces, shields, offhand items, and the Robe of Glowing Stone are now class-restricted to their intended users. With the speed at which a Raid Finder group moves through a zone, we’ve found that it makes it challenging for players to evaluate loot decisions – by class restricting these items, we hope that the natural behavior will have a more positive set of results for everyone involved. This change will not apply to normal or heroic raid or dungeon loot rules.

the proc appears to ignore CC targets, that has been my experience. CC is a dieing art, but in the rare encounters, I have not seen anything break.

This is a fantastic trinket for shadowpriests, it does approx 20% of my DPS on a 3 target fight, more for more targets.

To compare insignia of the corrupted mind to the cunning of the cruel I did a simple rotation of full dots and mind flay, nothing else. tried to limit variation from orbs and such. targets were multidotted to the best of my ability.

My initial reaction is that the insignia of the corrupted mind is better for single target DPS, but its certainly close.

I plan to use both for different situations.

Disclosure: insignia was normal mode, cunning was LFR. Other trinket normal mode will of unbinding, as tested base SP 9783, only food and inner fire buffs.

It procs off of Flame Orb as a mage.

The shadowbolts from this trinket do not trigger the warlock talent Shadow and Flame.

Just wanted to add it can also proc off non targeted/aoe spells, ie hellfire.

This can also be procced by Molten Armor. Get yourself a Rathrak, the Poisonous Mind + Variable Pulse Lightning Capacitor and this, pop Molten Armor and watch yourself effortlessly AoE mobs to death while walking!

Over the course of running all 8 booses in DS (in LFR) this trinket accounted for 8.6% of my Boomkin's (ilvl 381) overall dps. I saw crits from the proc as high as 68k per recount. It seems to have a very high chance to proc on cast. Does not seem to proc of dot ticks or Starfall hits. the prior report of a 25 second ICD are acurate based on my experience with it.

For fellow shadow priests, this is indeed affected by the shadow damage increase from talents and shadowform. Just open atlasloot and look at the damage it does in and out of shadowform.

If I want it to proc for my warlock, I button mash Fel Flame. BTW - truly awesome in PvP. OMG. I stood in the last courtyard in Strand of the Ancients and watched it hit *everyone*. I don't know if it has an upper limit.

However, this is a really dodgy item to have out in PvE land. I was in TB blasting away at ghost pirates, and was inundated with two crabs and a fox on top of the various ghost pirates.

Also, it can cause problems in an instance if the tank's having a little trouble collecting the mobs. I was in HoT just before Dawnslayer and the strays would pull some trash mobs towards me.

So: Two thumbs (dewclaws, hoofs) up for PvP. Meh for PvE.

Can confirm for Boomkins: (After testing on dummies for an hour or so)

Will proc off of:

Wrath
Starfire
Starsurge
Insect Swarm ticks
Moon/Sunfire ticks (casts also)
Starfall Stars
Detonate Wild Mushroom
Hurricane
Typhoon

Does not seem to proc off of:

Treants' melee
Wild Mushroom
Entangling Roots
Faerie Fire

Testing on dummies shows the Shadowbolt Volley proc making up about 9-12% of my dps (ilvl 380) when against 2-3 targets. Doing a standard rotation on a training dummy, the trinket procced on average 6 times a minute.
Over a 12 sec IS/MF duration, it averaged two procs, regardless of whether one or both of the dots were up. Only tended to proc once per casting of Starfall and Hurricane. Doesn't interrupt the channeling of Hurricane or the casting of other spells. Procced almost every time Denoate Wild Mushroom was cast.

Very lovely trinket for the Boomkin.

A thing to note about this trinket, aswell as the other trinkets from Dragon Soul, is that they do not ignore friendly fire scenarios. Example:
I was doing Nefarian Heroic the other night, and we had a Warrior with the Strength AoE Proc trinket, it happened that a Mindcontrolled target walked past him while he got a proc of it with Reckleness or whichever procs Warriors gets these days and he took away the remaining 40% of the players HP in a single hit. This counts for all the AoE proc trinkets from Dragon Soul and any other Encounter with Friendly Fire involved.

I just got this on my arcane mage, and i'm not complaining because it was a huge upgrade for me. However, I feel that Blizz should have made this class-restricted to warlocks or shadow priests. Their shadow damage scaling makes it so much better for them.

Hits every man and his dog in a 100y radius. Doesn't care if they're CCed, doesn't care if they're not in combat, doesn't care if you REALLY didn't want to pull all those mobs.

Not very cunning if you ask me.
