Compared to warrior T6 (assuming you socket +10 Strength):

-15 Strength
+4 hit
-41 Agility
+43 crit rating
-21 armor ignore

Interesting to see how the PvP item has more hit although the PvE item is much more likely to be used in duel wield fury build where a hit cap is far harder to obtain. Also the PvE item has agility as opposed to critical rating an attribute far more common on warrior gear since warrior DPS does not scale well with agility (33 agility = 1% chance to crit compared to a 23.6 critical strike rating) So the revised stats are

-15 Strength
+4 hit
+0.62% chance to crit (+14.57 critical hit rating)
-21 armor ignore

It`s close but I think T6 would definatly be the better choice (for pve) but given how much easier this is to obtain it will make a fine substitute in the interim and the extra +hit is a nice bonus.

Does Brutal armour require a personal rating or is that just with some pieces (like Vengeful shoulders and weapons)? I heard that all Brutal gear will be requiring 1850 rating.

During season 4 Brutal Gladiator's legs have an arena rating requirement of 1550, and cost 1875 arena points.

Although 1550 is fairly easy to achieve, even for newer players, if your team is able to reach 1600, the chestpiece would most likely be a more attractive upgrade because of the customization options.

With stats equivalent to that of a T6 warrior (entry sunwell), these legs are rated higher than both the t6 warrior dps legs and the plate dps legs off archi. They are about on par with the Divine Ret legs off of bloodboil (maybe a tiny bit worse for pure dps). This being said, considering the MAJOR boost in stamina/armor/resil you get from these s4 legs, these are a really great item to pick up for any warrior. I am a raid tank mostly, but I work very hard on my fury gear and just started to get into PVP. I've got the t6 dps legs but I am dying to get the points so I can replace them with these leggings, which will work for both PVP and PVE and be an upgrade in both areas. With the amount of stamina and armor on these legs, I will also be using these to tank instances like Kara or any lower raid zone for their threat potential. Blizz really did a great job with these new warrior arena items (well, except the throwing weapon).

T6 pants aren't very good. Any good dps warrior will pick the bloodboil legs or s4 over them any day.

According to maxdps, if you go by their calculations, these pants are the best pre-sunwell. They are second best plate legs overall, 5th best if you include the leather and mail legs which also come out of sunwell. If you're like me and do arena fury spec, just for some weekly points, wait till you have 1875, then reform the team (or keep yours if your rating is close enough to 1500 anyway), spec arms (assuming in your travels you've picked up a semi-decent 2h), find a healer, and grind to 1550 rating in a day or two, pick these up, spec fury again, and win.

The other great thing about these, apart from dps stats, is that you get all the armour, stamina and chance not to be crit (resilience) of the high end tanking gear (despite the lack of avoidances, it lets you off tank and survive aoe a hell of a lot better).

very good amount of hit rating for a pvp leg item which makes it very attractive for pve (apart from all the others very good stats ofc) as well

personally as a fury warrior ( 4/5mh 4/9 bt ) i will equip those in 2 days replacing my "greaves of the bloodwarder" which have more ap but they completely lack hit rating and they also have less crit.

btw stamina on these pants is insane and very usefull. If you raid at least mh and bt you will notice that you dont have to be a tank to get a lot of side and aoe dmg.
