Yes all Brutal Gladiator weapons will have a rating requirement to obtain.

Quoted from Drysc:

In addition, some of the Season 4 quality items that will be purchasable with honor will also carry a personal and team arena rating requirement:

Boots: 1700
Ring: 1650
Bracers: 1575
Belt: none
Necklace: none
Trinket: none

Coupled with the new arena matching modifications, it'll be nice to not see everyone and their mothers loaded in this gear.

Okay, I don't know why my last comment was downrated but whatever, here goes again:

38 hit rating or 3% spell hit is required to hit cap in pvp. Using the sha'tar head enchant (22 spell damage, 14 spell hit) plus this puts you a good 8 hit rating above the requirement for hit capping.

If you want to get the most out of your stats, Try trading off resil/stam in another slot for more damage (good example might be the sunwell trash wand), and use a spell hit gem to get the cap. Then, use the shattered sun offensive helm enchant to bring back up your stam and resil you lost trading off in the other slot.

Alternately, depending on your class, you may be able to make up the spell hit from the sha'tar head enchant with talents (Example: mage can throw one point into arcane focus, one into elemental precision to get 1% more hit and be capped with just this staff). I personally don't believe that -for mages at least- it's worth going this route and losing talent points from elsewhere, but the option is there.

The following is the Stat Gains over the previous Gladiator's Battle Staff (Previously called a War Staff in S1 and S2):

Stat gains over Merciless Gladiator's War Staff:
+0.7 Dps
+11 Stamina
+8 Intellect
+8 Spell Hit
+8 Spell Crit
+41 Dmg/Healing

Stat gains over Gladiator's War Staff:
+2.7 Dps
+18 Stamina
+15 Intellect
+11 Spell Hit
+14 Spell Crit
+4 Resilience
+67 Dmg/Healing

If you're debating whether to get the staff or the dagger and off-hand, here's the difference between the two. The dagger and off-hand has the following more/less than the staves:

+4 Stamina
-4 Intellect
+16 Resilience
-50 Crit Rating

Depending on the War or Battle Staff, the dagger and off-hand will have:

+19 Hit Rating
-40 Spell Penetration

or, for the Battle Staff,

-13 Hit Rating.

I like the look of this staff and it would be good for transmog, but it may get overused as many players leveling through Northrend are using it and its sister Brutal Gladiator's War Staff.

to me, this staff could easily be used in both PvE and PvP

sure it has resil which is useless in PvE, but comparing the other stats on this staff with other PvE weapons, this staff can easily be out on top

oh and 2.00 weapon speed helps if the mage ever needs to melee :D

requires some ridiculous arena rating to buy, as if the s3 staff wasn't hard enough. what's the point of making an item that only a few people will EVER be able to use? but, okay, that's what legendary items are right? at least they have nifty abilities and look legendary. this thing looks like something you would get at level 20 - it's a plain staff with a ball on the end. big let down blizz...
