I dont get what this is good for. Cant you replace your Legendary Gem with another Legendary Gem if you choose to?

Does the legendary gem become available again in the quartermaster if you use it to destroy one already socketed?

Because people seem not to get the reason why this could be needed - here's a small explanation.

First: Classes wearing only one two-handed weapon per spec or a mixture of two-handeds/single-handeds don't care about this; in very rare occasions 2H Warriors *might* care (see below).

Dual wielders do care, especially Rogues, who are forced to wear different types of one-handed weapons in every spec.

Combat: Axes/Swords/Maces
Assassination: Daggers
Subtlety: Daggers

There's a tiny nuance: Combat and Subtlety can wear any of the weapon types mentioned above in their offhand if the item level difference to your alternatives are big enough.
The problem occurs if you're dual-speced into Combat and Assassination. Let's say you're rewarded with a sha-touched mace, you put your gem into it and use it as your Combat mainhand.
The next lockout you also get a sha-touched dagger for your Assassination spec. But since it's a huge item level upgrade, you want to wear it as your Combat offhand as well.

So you've got two choices now:

Put a gem into this weapon for your Assassination spec, which makes it unable to be equipped in Combat spec, because you've already got your sha-touched mainhand there.
Not put a gem into it and play Assassination "gem-less".

Both are bad. So your goal with this item is to remove the gem from the Combat spec's mace and put the gem into the dagger which is shared between the specs.

This could potentially only be a problem with Rogues (I've feared this very situation months ago, but fortunately I could evade it). It would've been much easier to just deactivate any additional legendary gem than to also punish the Rogues who struggle with gearing even more. You're already forced to enchant Dancing Steel like 6-8 times per tier, no need to pay 7000 gold extra for the unfortunate situation you're in.

Bonus: Warriors could get into trouble if they're dual-speced into Arms and Fury (with Titan's Grip). So Arms wears a 2H weapon, Fury wears two of them.
Let's say Fury is wearing Weapon 1 and 2. Arms is also using weapon 2, in which the gem was put. Then you get Weapon 3, which is BiS for both specs. 1 is the weakest. So Arms now needs to wear weapon 3 with the gem, Fury needs to wear weapon 2 and 3, but both now have gems. So you need to remove weapon 2's gem.
