There is no npc by that name at this location there is however an Alliance Glorious Conquest Quartermaster there.

This NPC will spawn when pvp season 12 starts, 1 or 2 weeks after MoP launch.
Meanwhile I would suggest to stack up 4k honor and some honor rewarding weekly quest (like Tol Barad victory and Wintergrasp ones) to turn in after buying the first piece.

This is by far, the dumbest location for an Honor Vendor. It really feels like one more way to alienate PvP players. If they're so insistent on moving things to Pandaria, why not at least give players a teeny bit of convenience?
