This has been a royal pain to find even on one of the busiest servers. The unusually low drop rate even for a world BOE blue combined with the fact it drops in zones that aren't heavily farmed make this one of the more highly sought after items for 84 and 85 twinks.

Yes, this one does appear to be a lot more rare than Anaxo's Multi-Layered Seal which goes for more (54 instances of Anaxo's on the AH in the last 7 days compared to just 2 of the Binding Wall). You'll be lucky to get for sub 1500g but would price it more like 3-5K. Of course a reforge of Spirit -> Hit or the like for DPS casters and you have yourself the 2 BiS rings available at 85. Both the rings mentioned should take you to 90. Note: They are Unique-Equipped.

This dropped for me last night from a Mist Incarnation in the Valley of Four Winds while completing quests for Master Bruised Paw. Did not know it was a rare world drop until now. Hmm, no matter my Resto/Ele Sham likes it.
