This is pretty decent craftable item for the pre-raiding, healing or dps caster type

you won't find haste on either the JP or Rep based items

This is going to be rare and/or expensive for quite some time. Jewelcrafters are going to be spending their limited tokens (one a day) on gem cuts. The recipe itself costs 5 tokens, and then requires 4 Chimera's Eye. Those are generally obtained via a token as well. Given the number of alternative neck pieces that drop in heroic dungeons, I can't see this being a great option unless you don't have access to a group that can clear heroics and you have a lot of disposable gold.

The price on this will be insane IF any jewelcrafter has a brain hemorrhage and decides to waste the tokens on the design and the mats on it.
First things first. The design costs 5 tokens. Even if you have bought everything else, you can still buy 5 chimera's eye and net a huge profit right there. Or save them for the future epic gems.
Next up, the mats. 4 chimera's eye is a huge price to play for a ilvl346 neck. Not to mention the 75 Volatile FIres or the Inferno Rubies.

I'm not going to lie, the stats are pretty solid, haste and mastery being awesome for healers and / or dpsers. But still, the prices involved in crafting this are insane.

EDIT: I was proven wrong and someone on my server crafted one. It is now sitting in AH for a cool 13k

I'm rather surprised and disappointed that this is only ilvl 346. Given the amount of mats and daily tokens required, I'd think it could at least be an epic. The other crafting professions have several BoE epics.

This, and the other 525 jewelry items, really ought to be epic. In fact I don't see why they're not. The blacksmithing, tailoring, and leatherworking items all require similar number of "cooldown" items, which chimera's eyes are similar to. The only major difference is that there's no chaos orb requirement on these. I was considering making one of these for myself to heal with, but that's 1,500g worth of volatile fires alone. Add in the cost of the 4 chimera's eyes (600g each) and what I could have made by just buying five more eyes instead of the pattern, we're looking at me being several thousand gold poorer. If there was any hope of selling them then I'd buy it and try to sell some. I just don't see that being a possibility. Much cheaper options from heroics, or even BoEs.

This Item is clearly under budget. Normally only 20 of a item's main stat is reduced because of the socket. In this case however, the neck has 40 less INT than other 346 necks.

I did some math based on my servers (dunemaul) prices for the current materials.
if the price is marked as zero then that is something I thought I could have farmed that with little to no effort on my part Also as I am still trying to get the tokens to buy the other jewel crafting recipes so i marked the Chimera's eyes as what they are selling on my server.

If you are paying more then the max then on my server at you are being gouged, go buy the mats yourself and get another jeweler to make it for you assuming you can find one that has this pattern.

as a further note to fellow jewelers this will probably sell on the AH for twice or even triple what my final price was. Expect it to sell for closer and closer to that price as the next content patch gets closer.

As I did with the tanking JC patterns, let's look at how this necklace stacks up to other available 346 necklaces (without hit rating).

Non-Hit Necklace Showdown (expand Wowhead's screen to fit them all in)

The very first thing that jumps out is, as Silverwind points out above, this necklace is underbudget. Specifically, it is being penalized by +40 Intellect instead of +20 Intellect for having a socket. What that means is that when you directly compare it to a necklace with the same kind of stats (e.g. Pipefish Cord), it gains +11 Mastery and +14 Haste at the expense of +10 Intellect even after you socketed it. Slapping a Brilliant Inferno Ruby into it instead leads to a +11 Mastery vs +6 Haste scenario despite the fact that, you know, you wasted an Inferno Ruby plus whatever amount of mats and/or gold to purchase the necklace.

Things get even worse when you look at the two holiday boss drops. At the time of this writing, the Love in the Air event is quickly approaching, which means the two drops are going to be fairly trivial to acquire if you play at all during the holiday. The comparison is pretty brutal insofar as you are basically being asked to choose between identical levels of Mastery/Haste, Crit/Haste, or Spirit/Crit... again, taking it for granted you are slapping a Brilliant Inferno Ruby in there.

The final two slaps in the face come from the JP necklace comparison (114 Haste vs 20 Int, 92 Spirit, 3 Mastery even socketed) and the ability of everyone to get Lightning Flash Pendant / Yellow Smoke Pendant from hitting Exalted with your respective Twilight Highland faction. It goes without saying that a 359 epic is going to be better than a 346 rare, but I'm going to say it anyway: /facepalm Blizzard.

This necklace is a complete waste of design space. I did sell one for 6000g on the AH a few days ago, but I feel embarrassed for essentially stealing that dude's gold.
