I have broken down all of the current masteries into two categories: unique, interesting masteries and flat bonus masteries.

Unique, interesting masteries:

Flat bonus masteries:

Why this mastery needs to be more interesting (tldr: it's boring and should be made fun, like Blizzard promised)
Blizzard’s main reasoning behind the recent talent changes was to eliminate the ‘boring’ talents that, for example, only increased damage by x%. The mastery system was supposed to provide each spec with a fun, unique mechanic that would replace some of the boring talents while still providing a damage increase. I feel that Blizzard dropped the ball on this entire system. As you can see, only half of the existing specs got ‘interesting’ mastery mechanisms; the rest still only increase the effectiveness of certain abilities by x%. In the end, all of the masteries provide the exact same amount of increase (in theory), but I think for the amount of money we are all paying them, Blizzard should give all specs interesting mechanisms.

Some suggestions for this mastery
-Increases damage done by x% based on runic power you have; more rp = more damage. This will function similarly to mana adept, and will be especially useful to frost dks because we will have so much rp generation in cataclysm.
-Gives obliterate and blood strike a chance to deal additional damage as frost damage. Similar to elemental overload, wild quiver, etc.

There are some key differences between mage´s mana and DK´s rp:
-DK starts at 0 rp, mage at 100% mana
-every mage´s spell costs about 1% of his mana. DK spell consumes 20-40 rp
-mana is passive regenerating and most casters even now want to keep it as high as possible, but DKs are draining their RP whenever possible

Mana and RP are totally different mechanism. This mastery could force DKs to always keep some (~30) RP unspent to get bonus damage and it´s not "fun/interesting", but frustrating and limiting.

Where is this applied to?

Icy Touch
Howling Blast
Frost Strike
Frost Fever (deals frost damage!)
Possibly Razorice
Chains of Ice glyph?

Seems very powerful in PvP when stacked into mastery and with the added Spell Penetration. Armor ignoring damage? Yes sir!

Blood Freeze - your autoattacks/ has a chance to freeze the blood of the target if the target is currently diseased with frost fever, making the targets casting speed/attacks speed/movement speed 15% slower and dealing the around/more damage as the frost fever. ( this will be a new disease for the frost spec. )

Now in cata it increases frost damage done wich is a nice bonus to our belowed Machine à tuer
And yes this may be a flat bonus but it fits the frost dk theme perfectly....or what else could you want as a frost dk whom's attacks are based on frost damage( except for obliterate wich is pritty dissapointing but i guess it would be op for a fully talented and glyphed obliterate dealing 264% weapon damage as frost damage plus that (for me it's )5640 both as frost and gaining the bonus damage of frozen heart......) so this is a great mastery...pity what it starts at 16%...it could start at 27% and than it would be at the same level with the unholy one....but it's still good

Cut through the heart, cold and clear.
Strike for love and strike for fear.
There's beauty and there's danger here.
Split the ice apart.
Beware the Frozen Heart!
