Anyone have ideas for matching pants? I have never been a fan of the kilts or dresses.

Tier 16 is a 5-piece set obtained with tokens from Schlacht um Orgrimmar.
There are three different colors: 528 gear from LFR, 540 from Flex shares colors with 553 from Normal, and 566 from Heroics. This is the normal/flex color.
These tokens are turned into tier from vendors at your faction's shrine:
Alliance: Clarice Chapmann (Normal), (Flex)
Horde: Ki'agnuu (Normal), (Flex)

Tier drops are as follows:

Helm: LFR, normal, and heroic tokens from Thok der Blutrünstige (Wing 3) in Schlacht um Orgrimmar.
Shoulders: LFR, normal, and heroic tokens from Belagerungsingenieur Rußschmied (Wing 4) in Schlacht um Orgrimmar.
Chest: LFR, normal, and heroic tokens from Sha des Stolzes (Wing 1) in Schlacht um Orgrimmar.
Gloves: LFR, normal, and heroic tokens from General Nazgrim (Wing 2) in Schlacht um Orgrimmar.
Legs: LFR, normal, and heroic tokens from Klaxxi Paragons (Wing 4) in Schlacht um Orgrimmar.

In addition, Garrosh Höllschrei drops a special tier token that can be redeemed for any slot, like Essenz des verfluchten Eroberers.
The four world bosses for Himmlische Herausforderung drop ilvl 553 gloves and legs, and Ordos drops matching ilvl 559 non-tier.

Also, if you're not a fan of the shoulders, you can go for Kodobalgschiftung des unerbittlichen Gladiators. They look very nice together with this set.
