Why is Sullah flying the Horde emblem on his little cart?

I was able to do this quest successfully on my druid, but now on my priest it appears bugged. After the cinematic, I'm deposited at the spot where the camp should be, but then there's nothing there. I've abandoned the quest twice and still the same results.

Once the ride is over, Sullah should be in the smaller tent by itself. His question mark can be hard to see.
If he's not there, try zoning out by flying WEST to AQ and then fly back. He should be there.

If you can't find him in the small tent to turn in, then fly out of Uldum and back in to make him appear from phasing.
