To make the weather a blizzard, you need Call Blizzard. It's used mostly by arctic bears (promo) as well as the winter veil pokemon.

Not that I'd take this move anyway; even with a combo, avoid high-miss-chance moves like a mortal plague (unless the combo negates the high-miss-chance part, a la Gilnean Raven).

Only Penguin-types can use this move, and all three now existent Penguins have the same moveset. You want Ice Lance instead, and take Slippery Ice to go with that (it does cause the chilled condition despite the tooltip not saying so; prove this to yourself by using it in a battle and looking at the enemy pokemon's debuffs).

Peck / Surge
Frost Spit / Slippery Ice
Ice Lance / Belly Slide

There you go. I choose Peck because it gives you a Flying-type move and Water is a much more common type than Elemental (and it does more damage). You pay for the quick-attack property of Surge with its lower damage, and while it can be useful, it's far more likely you're fighting an opponent who you can anticipate but has somehow shielded himself, making the little bit more damage from Peck a good all-round choice.

So basically, you can skip the rest of what I've said. Takeaway is this: This move sucks. Don't ever waste your move slot on it. Penguins rule, though. (Okay, and Belly Slide's animation is pretty cool.)
