I presume Thuul is a reference to Zuul from the Ghostbusters film? Zuul being the gatemaster and Thuul being a Portal Trainer.

There is a portal trainer named Rundok who teaches both teleport and portal spells just outside the mage trainers in cleft of shadow. He is right next to the portal to blasted lands.
I couldn't find Thuul myself but found this guy while i searched for Thuul. Hope it helps :)
