Worth visiting as an alliance enchanter. The 公式：附魔披风 - 初级敏捷 is the best you can get for leveling enchanting from 110 to 135 - it only costs one 次级星界精华 per level. Similarly is the 公式：附魔护腕 - 次级力量 one of your best choices from level 155 onward.
The horde equivalent is 库尔维亚 in Stonetalon Mountains.

Some info on the respawn timers on the design/formula based on what I saw while trying to get the enchanting formulas.

图鉴：邪恶月亮石戒指 seems to have respawn timer of just a few minutes (2-3), bought one just to test and it was available again in 2-3 minutes.

The formulas have much longer spawn timers, for the 公式：附魔披风 - 初级敏捷 I had to wait for about 20 minutes, but that was already bought when I arrived so the spawn timer could be much longer.

公式：附魔护腕 - 次级力量 was there when I arrived and was available again in about 30 min after buying it.

Hello!

It appears that Blizzard's, fairly new, feature of Connected Realms and Cross-Realm Zones have a significant impact on the chances of a person obtaining the special Jewelcrafting design and Enchanting recipes.

If you are wanting these items, which, as mentioned previously, help tremendously in leveling enchanting, you will need to stay next to the NCP and check for the items every few seconds. It is more than likely that someone else will also show up for the same items, and then the war is on. Continuously check and pray that you get there before the other person!

If the wanted enchanting recipes are sold out, and/or more people are standing/camping around the NPC, ask a Real-ID friend on a other realm (other than your connected crossrealm) to invite you; in case you get teleported to their realm, buy the recipe(s) there.

Worked like a charm for me, on a crowded server: I switched from Magtheridon to Emeriss (kinda 'dead' crossrealm), and was able to buy both enchantingrecipes, while i was waiting for at least 20 minutes without result on Magtheridon, where other peopl were camping aswell.
